UNION CITY -- The one-story brick building on busy Palisade Avenue in Union City is an empty, unremarkable structure, once home to a kids day care center.

More recently it has been covered in angry graffiti by its current owner. "Union City politicians want to steal this property!" he scrawled across the red facade.
