PASSAIC — Mayor Alex D. Blanco may hire a civilian police director to oversee the department, a move that he hopes will restore confidence in the city's police force — shaken after an alleged police brutality video surfaced last month.

The video, which is under investigation by the Passaic County Prosecutor's Office, shows a police officer punching an unarmed man in the face and hitting him with a baton as the man lies on the ground.
