Carla Marinucci, Chronicle Political Writer Presidential candidate Barack Obama addressed the nation's largest Latino civil rights group here today, but the appearance before the National Council of La Raza raised questions about whether the Democrat - who declined a "town hall" appearance here with GOP rival John McCain - is too shielded from off-the-cuff grilling from voters and press. Obama, greeted with cheers and a standing ovation by 2,000 at the powerhouse convention, used the platform to unveil what he called a new proposal for a health care tax credit for small businesses, "an idea championed by my friend, Hillary Clinton," his former Democratic rival who had won the support of millions of Latinos.
