Pia Carbajal's 6-year-old daughter Irena used to walk about two blocks to get to her elementary school, School Number 14 in Elizabeth. But come September, the district's new restructuring plan will force Irena to walk about a half-mile, across busy roads and through a business district to get to her new school: School Number 4 on Broad Street.
