Miguel Lugo was thrilled to qualify for an NJ STARS scholarship to Atlantic Cape Community College. The 2006 graduate of the Atlantic County Institute of Technology had taken some courses at the college while still in high school and looked forward to earning an associate degree in criminal justice.

But he also had taken the civil service exam to become a police officer and in January was notified he had been accepted into the Atlantic County Police Academy.

"I didn't really want to leave college," he said. "It was all paid for (by the NJ STARS scholarship program). But I couldn't do both at the same time. My father had died, and I needed to make money."
