Seven years after passage of the controversial No Child Left Behind Act, New Jersey is struggling to fulfill one of the federal law's key promises -- providing options for parents whose children attend low-performing schools.

Only one in seven eligible students is getting free after-school tutoring called for in the law, and a microscopic number of those have been allowed to transfer to better schools.

Now, the federal government is pushing New Jersey and other states to better promote and monitor the tutoring programs.
