BY RICK MALWITZ When Mayor Joe Vas cleans out his desk, after voters of Perth Amboy decided 18 years He recalled last week, ""There were seven weeks of unopened mail,'' when he replaced former Mayor George Otlowski. ""I started out with a passion for the job because I refused to abandon Perth Amboy. Most of my friends were moving out of town. You could smell the stench of debt. There was physical decay and social decay,'' he recalled.               |
