Perth Amboy city officials put up a string of roadblocks in an attempt to stop organizers from holding the Puerto Rican Festival in 2005, a member of the festival committee testified in federal court on Wednesday.

"Everything we tried, we were stopped. Every door that was opened, it was just closed to us.
