By DANIELLE SHAPIRO Lucille Davy made another stop in the city Wednesday night to present the state's plan that included changes based on the school board's recommendations. But the compromises were too few for most board members, who received Davy and her deputy commissioner, Willa Spicer, icily. Several board members accused the state of dictating how the search process would proceed and said it had not incorporated into the plan enough of the board's suggestions made at a meeting in early April. Davy disagreed, saying she had come to the city "in the spirit of collaboration." Dr. Jonathan Hodges, who was sworn in for his third term and appointed by his colleagues as board president, said the board wanted to negotiate the terms of the search.
