Interest continues to grow in starting charter schools in New Jersey, even though the state has tightened the reins on which ones will be approved.

Twenty-five groups have submitted applications to start one of the experimental schools in 2009, including one headed by the Rev. DeForest "Buster" Soaries, the well-known Somerset pastor and former secretary of state.
