By RAJU CHEBIUM Sen. Robert Menendez today introduced a measure that he said would protect customers from the credit-card industry’s “deceptive practices and irresponsible marketing.” Among other things, the New Jersey Democrat’s legislation would block companies from unilaterally changing the terms of card agreements, retroactively raising interest rates, and offering cards and increasing credit limits to customers who don’t have the means to make payments.
