By MATT KATZ A long-awaited and environmentally controversial plan to build a early childhood center for disabled students has been delayed once again. A $1 million mistake by a subcontractor means the concrete footings of the new Early Childhood Development Center on Pine Street will have to be reconstructed, according to the state Schools Development Authority, which is in charge of construction in poor districts. The new ECDC was once estimated to cost $18 million and open in 2006. The price tag is now at $46.4 million, and instead of opening in September as planned it is now slated to be ready in January.
