BY JONATHAN CASIANO The plan, slated to start in September, also would ease congestion at Elizabeth's overcrowded high school by turning an existing building into a new high school "house." The house would accommodate as many as 1,000 students and offer a college prep and Advanced Placement curriculum for students with a 2.0 grade-point average or better, spokesman Don Goncalves said.
