DES MOINES, Iowa -- He won only 2 percent of Iowa delegates in Thursday's caucuses, but Gov. Bill Richardson tried to rally supporters gathered at the Quality Inn with what sounded like a victory speech.

"On to New Hampshire," he shouted. "We made it to the final four. It's on to New Hampshire!"

The crowd roared.

But does being in the "final four" -- a concept Richardson apparently introduced in recent days -- really mean anything when he is so far behind the front-runners?
