By PAUL BRUBAKER PATERSON -- Thursday's annual Passaic County reorganization, usually an occasion for salutations, was focused on a budget crisis and a $27 million tax increase on the horizon as the freeholders chose new leaders for 2008. The seven-member, all-Democratic board unanimously elected Sonia Rosado freeholder director, ending Elease Evans' four-year hold on the position. Tahesha Way was elected deputy director, also unanimously.
